OpenSIPSRFC 3261 §21.4.18Callee is registered but not in a state to accept the call (DND, forwarded, no endpoint listening, etc.).
Common causes on OpenSIPS
- User is on Do-Not-Disturb
- No SIP endpoint registered for the AOR
- Forwarded to voicemail and voicemail is offline
- Endpoint has stale registration (NAT keepalive failed)
